Congressional Districts are the 435 areas from which people are elected to the U.S. House of Representatives. After the apportionment of congressional seats among the states based on decennial census population counts, each state with multiple seats is responsible for establishing congressional districts for the purpose of electing representatives, and the boundaries may be changed more than once during a decade. Each congressional district is to be as equal in population to all other congressional districts in a state as practicable. For the District of Columbia and Puerto Rico, a separate code is used to identify the entire areas of these state-equivalent entities as having a single non-voting delegate.

The dataset is converted to file geodatabase (FGDB) format using tools in ArcGIS. The geometry is checked, and if needed repaired. The Census Bureau performed automated tests to ensure logical consistency and limits of shapefiles and performed spatial data tests for logical consistency of the codes during the compilation of the original Census MAF/TIGER® database files.
After processing, the data set is checked for drawing display and number of records and file sizes compared with source materials.

The following steps were performed by Esri: Downloaded the data from the U.S. Census Bureau. Projected the data to WGS 1984. Clipped the data to the coastline with the Data & Maps for ArcGIS (2012) U.S. States data set. Cleaned up sliver polygons resulting from the Clip. Downloaded the most current list of members from http://clerk.house.gov and added the membership and party fields. Added the LAST_NAME field and calculated its values from the NAME field. Added the SQMI field and calculated its values. Converted the dataset into a file geodatabase. Ran Simplify Polygon geoprocessing tool to create six additional feature classes (cd113_1 (least generalized) thru cd113_6 (most generalized)).
