This dataset was developed to provide accurate parcel boundaries for Indiana, as part of Indiana's annual GIS Data harvest Data Sharing Initiative (IDSI) of the Indiana Geographic Information Office (IGIO).
<div style='text-align:Left;'><p>This data layer is an Esri file geodatabase polygon feature class that contains parcel boundaries maintained by local government agencies in Indiana. It was released by the Indiana Geographic Information Office (IGIO) on February 1, 2022. The IGIO compiled the data as part of the Indiana Data Harvest program between the Indiana Geographic Information Council (IGIC) and Indiana local governments to provide the most accurate framework data for the citizens of Indiana. <br /></p></div>
This data set was created as part of the Indiana Geographic Information Office's GIS Data Harvest Program. The source data used to create this dataset was provided by Indiana local governments.

According to Indiana Statute, IC 6-1.1-4-25(b)(13), counties are required to submit parcel data in a GIS file format to the Indiana Office of Technology. In addition to the parcel data, the GIO works with the Counties to voluntarily obtain these additional datasets (addresses, centerlines, and numerous government boundaries). Counties provided the data used to create this layer between August 2021 and December 2021.

Indiana counties provided their parcel boundary information to the Indiana Geographic Information Office starting in August 2021. Each county's data was assessed for required attribute information, standardized, and finally augmented with data from the Indiana Department of Local Government Finance.
All text field values were uppercased and extra spaces were removed, blanks were replaced with NULL values, Additional fields were added and populated. LATITUDE and LONGITUDE represent the address location in decimal degrees. COUNTY_FIPS represents the Federal Information Processing System (FIPS) code (from 18001 to 18183). The COUNTY_ID represents the numeric code for the county (from 1 to 92). PRCL_NGUID represent a globally unique identifier for the parcel (generated if not provided by the county).

The county data was loaded into the statewide data schema using the field matching established in the previous step. In most cases, the street address information needed to be split up into multiple fields. Automated tools were created to automate this as much as possible.
Fields were added to provide the source information. These include SOURCE_DATADESC which describes what type of data this is storing (ADDRESS POINTS is the value for all features), SOURCE_DATASETID (the name of the shapefile or feature class used), SOURCE_FEATUREID (the object id or feature id of the source data), SOURCE_ORIGINATOR (the name of the county who provided the data), and LOADDATE (the date of the county's data extract), and LOCAL_ID (the local identifier if provided and specified by the county).

2021 PAY 2022 assessor data from the Indiana Department of Local Government Finance (DLGF) was added to the parcel data using an attribute join between the PARCEL_NUMBER (DLGF PARCEL table) and the STATE_PARCEL_ID (parcels layer) fields. The following DLGF fields were added to the parcels layer: PROPERTY_ADDRESS into DLGF_PROP_ADDRESS, PROPERTY_ADDRESS_CITY into DLGF_PROP_ADDRESS_CITY, PROPERTY_ADDRESS_ZIP_CODE into DLGF_PROP_ADDRESS_ZIP, and PROPERTY_CLASS_CODE into DLGF_PROP_CLASS_CODE.
